What is the National Export System (NES)?
The National Export System (NES) is the United Kingdom’s electronic system for submitting export declarations to HM Revenue & Customs (HMRC). It streamlines and automates the export clearance process for goods leaving the UK, ensuring compliance with customs regulations and international trade requirements.
The National Export System is part of the UK’s broader Customs Handling of Import and Export Freight (CHIEF) system, and is being transitioned into the Customs Declaration Service (CDS) as part of HMRC’s modernization efforts.
What Does NES Do?
NES allows exporters, freight forwarders, and customs brokers to:
- Submit pre-shipment notifications and full export declarations
- Ensure goods are cleared for export by HMRC
- Receive Electronic Discharge Notifications (EDNs)
- Support compliance with licensing requirements and audit trails
- Facilitate faster processing at ports and border checkpoints
When Is NES Required?
An NES declaration is typically required when:
- Goods are being exported outside the UK or the EU
- The value of the shipment exceeds £900
- The goods are controlled, restricted, or licensed

A UK-based machinery exporter uses NES to file a full export declaration for a shipment to the U.S. Once the goods are cleared by HMRC, the system issues an export entry reference confirming that the cargo can leave the country.
