USTR Releases Third Round of Section 301 List 1 Exclusion Extensions

The Office of the U.S. Trade Representative (USTR) announced that just 8 (eight) exclusions from the third round of Section 301 tariff exclusions on List 1 goods will be granted extensions.

As the exclusions for the third round of List 1 goods were set to expire on April 18, 2020, this means that the 8 (eight) identified products will retain their exclusionary status from additional tariffs for another year (until April 18, 2021).

The following 8 (eight) HTS codes that were PARTIAL exclusions were granted an extension, and they will retain their exclusionary status until April 18th, 2021:

  • 8420.10.9080– Roller machines designed for cutting, etching or embossing paper, foil or fabric, manually powered
  • 8425.39.0100 – Ratchet winches designed for use with textile fabric strapping (described in statistical reporting number

  • 9030.33.3800 – Instruments for measuring or checking voltage or electrical connections; electrical circuit tracers

The USTR failed to mention the remaining products that were included in the third round of List 1 goods excluded from Section 301 tariffs; this leads us to believe that the exclusionary status of these products will expire on April 18, 2020.
